Actually its the other way round. Anxiety disorders cause panic attacks. The occurrence of a panic attack is often symptomatic of an already existing and underlying anxiety disorder.
In other words, a panic attack occurs when the existing anxiety rises and reaches a peak where it can no longer be controlled by the person and spills over into a full blown panic attack.
Sometimes panic attacks are associated with underlying fears or phobias e.g fear of mice or spiders, agoraphobia or similar type phobias can precipitate an isolated panic attack. The underlying problem in this case is still anxiety which is brought on by the phobia.
More generalised panic attacks are usually associated with underlying anxiety disorders as stated. There are a number of successful treatment approaches available nowadays including medication and Cognitive Behavioural Therapy (often called CBT) that will help.
