This very same thing happened to me twice only my blood pressure was high enough to qualify as a hypertensive crisis (190/130). It's kind of a chicken and egg thing. Does the headache pain cause the high blood pressure or does the high blood pressure cause the headache?
Since my blood pressure was normal any other time (120/70) and I had a normal CT scan, I was sent to a neurologist. The neurologist diagnosed me with migraine. I forgot to mention that I also had a lumbar puncture and the fluid was clear. The reason for the spinal tap is to rule out meningitis.
Elevated blood pressure is a normal reaction to pain. I suggest you take your son to a neurologist for evaluation.

Wow, this sounds like a bunch of problems lumping together to make something small seem huge. For me, anxiety attacks that last a while can trigger a headache. Already my blood pressure is high because of the panic attack, but if you add the body's reaction to pain then you have an even more elevated blood pressure. Then you panic because you don't feel good. Blood pressure goes higher. Headache gets worse. Panic attack gets worse. Cycle repeats and repeats and repeats. You need to try to find out from him which thing is triggering what. Is he having the panic attack first or is that last? Is he having the headache first or in the middle? Is it slow or progressive?
Then see a neurologist and give him/her this information. The more you know and can tell the neurologist the better able s/he'll be able to assist your son.

Your son might have a physical problem, but it is possible, especially since you mentioned that three medical diagnostic tests, including a Cat Scan, were negative, that his anxiety attacks could be a key to all of this. Your son might need the services of a professional psychologist, psychiatrist or psychotherapist. Perhaps your son is already under the medical care of one of these types of professionals. If so, he needs to make an appointment and discuss the problem. If your son is taking medication for his anxiety attacks, it is also possible that the medication has side effects that could be causing your son to be ill.
Additionally, it is a known fact that severe anxiety attacks can cause all sorts of medical problems. In light of this fact, you should also take your son to a different medical doctor and hospital to get more medical opinions about any possible physical cause of his symptoms. If it is absolutely certain that there is nothing wrong with your son physically, then the issue of his anxiety attacks, treatments for them, and medications for them need to be thoroughly investigated with the help of a good mental health professional.

It sounds to me from the symptoms you indicated, high blood pressure, anxiety etc. that he is having panic attacks. I would suggest you get him two things. First, the book Hope and Help for your Nerves by Dr. Clare Weeks which will explain to him what is happening in his body and how to deal with it naturally.
Second, Calms Forte is a great homeopathic stress reliever that has no side effects. Take it when the feelings are coming on and see how easily it releases the issue. Eating a diet high in vegetables like Broccoli, drinking plenty of water and getting moderate exercise can also release the stress and help keep the blood pressure normal.
